This means that the head opening will appear very small when you get them. However, this is by design. These can be stretched to fit any size head if you wet the opening with hot water and stretch to fit, allowing them to dry on a head sized item (hat form, mannequin head, your head, etc)
We have no idea where these are from or what their original use was. They have some sort of Che tag in them.
